I appreciate your comment.  You're right that the posted amount of water charges on your monthly bill may only equal one hour of work, but remember if you use no water, then you would not need sewers, so you must consider all of the charges on your bill plus any property tax assessments to understand the true cost.  The most extreme example is the division of Rancho that services Murrieta.  See the chart below.  The typical user of 4 units of water is a retired widow who can least afford these charges. 

Rancho, Murrieta Division charges about $111 for 4 units and $138 for 20 units.

4 units priced at $27.80 per unit, 20 units priced at $6.90 per unit.

Rancho, Temecula Division charges about $63 for 4 units and $82 for 20 units.

4 units priced at $15.90 per unit, 20 units priced at $4.13 per unit

EVMWD (Elsinore) charges about $57 for 4 units and $110 for 20 units.
