Rancho Santa Rosa Sewage Plant

The original debt to construct this facility in 1989 is still being serviced interest only.  It's my understanding the facility needs a major overhaul.  Stand-bye for a new round of rate hikes.  Why not expand the recently upgraded facility in Temecula?  The additional flows would make this plant even more efficient enabling reduced fees throughout the Valley.  Selling the plant would probably enable retiring all of the debt, with enough left over to re-route the sewage.  The cost to expand the Temecula facility is likely to be much less than overhauling the Santa Rosa facility.
