215 Drive.... what happened????

I have loved the drive over the summer - with light traffic and easy drive. But have noticed the past two weeks the traffic building and getting heavier and heavier. Getting through Hemet area seems to be quite difficult anymore. Does anyone out there have any information on the status of finishing the 3rd lane on our freeway? What is the estimated completion date and why we get such heavy traffic right near the 79 exit?
