Rick Gibbs election control freak

 Rick Gibbs tried to place Berger in the council seat? Trying to prematurely seat Berger, who is already in the election, prior to the November election and give her status of incumbent is such a blatant attempt of election fraud on voters. Having three incumbents instead of two works in Rick's favor. It splits the votes up! Come to think about it any person appointed splits the votes up!  This is such a conflict of interest! How can he vote for his election opponent? What is your goal Rick? You trying to be the  King of control?
