Registered Sex Offender Arrested At Lake Elsinore Travel Inn

James Michael Parker, 47, was arrested at the Travel Inn on Auto Center Drive shortly before 4 p.m. Sunday.

A man who, according to the California Registered Sex Offender database, was convicted of lewd or lascivious acts with a child under 14 years of age, was arrested in Lake Elsinore Sunday on suspicion of failing to register as a sex offender.

James Michael Parker, 47, was arrested at the Travel Inn on Auto Center Drive shortly before 4 p.m. Sunday.

According to jail records, he was booked for failing to register as a sex offender.

The California Registered Sex Offender database does not indicate where Parker’s crime took place or when he was convicted, and Riverside County court records show no information on sex crimes pertaining to James Michael Parker.

The state's sex offender database shows Parker’s last address as Butterchurn Road in Wildomar. Under state law, convicted sex offenders who are required to register per a judge's order are also required to notify officials if they move.

DB-Taking back your Neighborhoods means taking control of them. Not all offenders have residency restrictions, only those with minor age victims and only those convicted after certain dates. The Department of Probation are NOT your friends, they will approve a residence if the neighbors don’t make noise. Neighborhoods zoned R2 or R3 have a disproportionate amount of offenders due to the fact they are “transient” and have no skin in the game when it comes to your property values. Therefore your local government must be more restrictive with enacting the “landlord Ordinance”. This fines homeowners who rent to sex offenders who are in violation of existing laws and ordinances. Make no mistake Property owners will rent on the “warm body theory” and will decimate your neighborhood while living in their own “higher dollar neighborhood”. Property management companies are notorious for this. Its imperative you expand the footage restrictions, enact the fines for property owners, and add regardless of conviction date to clean up your neighborhoods. Oh the ACLU will threaten the city, but they aren’t engaging in these Lawsuits anymore, they are “all bark and no bite”.

Demand the city to take city owned property and designate it a park, Its easy and can be done with a stroke of a pen. Especially if you name the park for one of the commissioners voting on these ordinances. Now, lets say a property owner rents to an SO and there are no legal restrictions. Then you have to “shame” that property owner by sending letters to all of their neighbors in their high dollar neighbors, using a book of stamps and learning to navigate the Property appraiser’s website are good tools for you and they will think twice before doing that again. Oh and here is a tidbit that is pursuading to your city "powers that be". Neighborhoods with a large amount of convicted sex offenders are automatically depreciated 17-20% add on top of that Neighborhoods with those designated "Sexual Predators" or Tier 3's you can add another 3% depreciation. Anyway you slice it, sex offenders are a stain on the face of a neighborhood and a blackmark on society as a whole. The repercussions of these crimes must be so restrictive and so harsh that maybe one of these freaks will think twice before committing it. Think about it, when a deviant has more fear of the repercussions of a DUI than he does about unzipping his pants to assault a child? Something is very very wrong..If I may add one more thing. If you think as a taxpayer you can Play Straight with the "system" think again.. in fact you and your neighbors should really acknowledge the fact that offenders you see "trolling in your neighborhoods" always seem to have their zipper down and appear to be exposing themselves..
