UPDATE: Man Dies in Big Rig Crash

A crash at the Winchester Road off-ramp from southbound Interstate 15 between a big rig and a car turned deadly Friday morning.

UPDATE: This article was updated with more information about at 1:52 p.m. Friday.

More details were released about a fatal crash Friday morning at the Winchester Road off-ramp from Interstate 15 in Temecula.

The crash occurred at about 7:30 a.m. as a 1997 Toyota parking lot vacuum truck hit a semi tractor-trailer, according to a report provided by California Highway Patrol.

The big rig had pulled off on the shoulder to call in for directions from his dispatch center, according to the report.

The Toyota was traveling at about 35 to 40 mph, and according to a witness was seen weaving in traffic prior to the crash, the report stated.

The Toyota drifted onto the shoulder and hit the back of the tractor-trailer on the right side, killing the driver upon impact, according to the report. He was pronounced dead at the scene.

The victim was a 34-year-old Wildomar man, though his name was not released pending notification of his family.

CHP was continuing its investigation into the crash.

Interesting. An open road is to blame for a death, rather than the poor distracted driver that not only caused his own death, but put other lives in jeopardy. I'd rather see more personal responsibility than have to tax-pay for others stupidity.

Its like the hospital and everything else :/ The only thing that went through fast and is getting built is the Mosque, go figure right?? Also in their contract/agreement/plans it called for them to also widen, add signal lights for the roads getting to them to avoid this type of problem. This should have been the way the Mall was planned, with them also paying for widening and correct offramps off and on the freeway. They widened the surrounding roads, but not the freeway which is how most get around north and south around here, AND to the mall. Then add the insane growth of building homes, selling and no additional road work except some widening of Winchester(years later) and the whole road system is a mess. If the City wasnt spending so much to harrass the Coop growers and sellers, and patients of medical marijuana they might save a bit of chump change. :/ With the amount of property taxes we pay in this City someone needs to do an audit, in less they have and I missed it, and tell us where the money goes. Then we take the top 5 items and CUT THEM. There is our road fund.

Off-Ramp needs to be fixed, but in the meantime the cops needs to ticket all these idiots that wait until the last possible second to merge. It is usually not difficult to get over from the 15 if you plan ahead, but if you try to wait and cut someone off just so you can get in front of a few extra cars you are asking for something like this to happen.

Listen people, all the suggestions seem to be valid ones to consider, but the drivers are the biggest problem: drivers who are in too big of a rush to get their destination and think they're more important than those in front of them—some of those other drivers who left earlier to allow for unforeseen delays, who are not speeding and cutting in line, who abide by the rules of the road. It isn't difficult to see ahead of you from the 215/15 merge and to plan your exit verses speeding to crowd into that line at the jeopardy of everyone else already in that line. NOT considerate, RIGHT? I was in that traffic backup today at 9:30am, then on the exit for Rancho Road when a young man driving a 300GT roared past me to jump in line in front of me and then (almost too late) realized that the line was stopping—and he didn't have any room behind the car in front of me which was braking. Somehow he managed to stop but was half in and half out of the lane with another car directly behind him which also managed to stop without hitting him. A potentially catastrophic wreck involving at least 4 car was somehow miraculously avoided—and he would have been responsible for and might have paid with his life, just because he thought he was more important than others on the road. Remember, cars are potentially heavy projectiles.

You think that road is bad in the morning....just wait until the 1000 employees and patients try to access the Temecula Hospital parking lot from DePortola between 0730 and 0800. Two lanes, no lights, and a lot of pedestrians.

Exactly Frank, and I know I have said it here. We all known this mess of freeway, exits, ramps, congested streets at those freeway points exist but "they" continue to drive like this car/man you just mention. AND do it knowing they will be slamming on their BRAKES immediately upon cutting into that 1st lane! But they still do it, over and over and over. Like you said at least 4 cars that could be involved in a horrible accident as the car behind him is also hauling butt to do the same as the black car. To blame it on the people who are nose to butt waiting in the line for a mile, like they should be, and NOT blame it on the ones racing up and darting several lanes over into the #1 lane is ludicrous. The people who are driving nose to butt are trying to avoid someone darting in and causing such accidents as happened last week were 8 people were injured, 2 children critically. I let in people who are trying to get over at a slow pace, back where the rest of us are merging into the lane. Could not even count how many times I have been pushed onto the shoulder to avoid being hit. Stopping a huge suburban on a dime doesnt work. What they are doing is illegal, its done thousand times a day, it causes crashes, some we dont know about, several times aday, and deaths, and needs to be taken care of by the Highway Patrol. Unfortunately the ones who do the wreckless driving/cutting dont take time to read the paper either. :/ If they did they would stop doing this.

True there also Dave. The only thing they could do now is make lanes 1 thru 5 at all three exits. Lanes 4 and 5 straight through and cement bottles at start of transition into lanes 3,2,1 to exit and the same with the onramps. But then the streets need to reflect the change also for those three lanes, 1 and 2 going east on those exits and 3 going west. That would take years and years and years for widening streets alone. So what do we do? Know its an issue and DRIVE CAREFUL, be respectful, get in the exit lanes a mile or at least 1/2 a mile before exit. Do not block people who are getting on the freeway at these locations, and people getting on please try to be going the speed of the freeway traffic so you can merge in. Then prayer someday the freeways get fixed.

If the Winchester off ramp is Murrieta's responsibility, then why did Murrieta just redo the California Oaks off ramp? We use both the Winchester and Cal Oaks off ramps all the time and can't figure out why that off ramp was redone. It was never backed up onto the freeway and had never seen any accidents there. Shouldn't Winchester have been a priority years ago?? We try to avoid using Winchester whenever possible because have almost been hit several times at the Winchester off ramp and have seen numerous accidents there. My heart goes out to all of the (many) victims who have been injured there.

Mand, I could be wrong but I am sure that there was a large contribution from Loma Linda as they needed a large area to get to and from the hospital not only at the size it is now, but as the additonal 150 beds go in and more offices is completed. That will make it twice the size it is now or larger, more employee's, teachers, students, doctor's and offices. With Clinton Keith, Someone smart knew with the shopping center on one side(not leasing well with economy now), the high school, and the new hospital, on east side that Clinton Keith had to be reworked to handle the flow of traffic that was already a mess with the highschool and Antelope Rd short cut. Ramp at Clinton Keith had been delayed due to lack of funds or not enough to do both that ramp and the next ramp up and was in the papers oh 4 or 5 years ago, I don't remember the details.

By the early to mid 2000's the battle was lost on traffic control of any kind. Temecula had outgrown its streets and freeways, with the Mall, housing since the 1990's, all other business's flying in on Winchester and around it. Then Murrieta rapidly followed behind outgrowing its streets and freeway. Why in the world we are broke in Temecula is beyond me with as much as this City has made in the last 15+ years for all the businesses, homes, in building fee's, taxes, which HAD to have something put into ROADS and freeways. Did all that go to something else? The tax rates have certainly been high enough. WHY they did not set the freeway before the mall, homes, auto mall, strip malls, even broke ground who knows. That is when the roads are widened/signals redesigned for a new flow of traffic. THEN there would have been room to widen the freeway. Not much can be fixed in Temecula, and Murrieta as everything was built right on top of the original main streets and freeways. The AutoCenters, strip malls and Mall are built right ON the freeway nearly. On the southbound side its hotels, retail buildings. Whoever was head of our building and planning departments back then needs to be tar'd and feathered. I do not know of one Mall, Auto, fast food, strip Malls built right up on the offramps, on ramps, freeways and roads. Not One. The middle might be usable in areas, or go below. Will take a master planner or just a change in the habits of drivers.

Lets' face it Temecula - Pechanga attracts much of the traffic clogging our roadways and freeway offramps/onramps. It's time for our Mayor and city council to sit down with them and talk "mitigation". They can afford it...believe me.

geez, David! Ya got that right. Riverside Sheriff takes 5 cars to pull over innocent grandmothers for harassment. Happened to me. No ticket 'cause I did nothing wrong and geez.........I had a witness with me, with a camera. 5 police cars. yup, that's your waste of taxpayer's money. Riverside Sheriff can't handle much more than harassing a senior citizen. I outta post the photos. You would get a real good laugh. We need to get CHP to take care of business here on the freeway. At least they know how to do the job.

oh yeah, forgot to add this: Temecula is, as you know, not really the 'police'. They are Riverside Co. Sheriff's Deputies and, as such, are CONTRACT only. Why in the heck don't we attempt to CONTRACT this service with either Murrieta PD or CHP??? There is NO LAW REQUIRING contracts with RIVERSIDE SHERIFF. They don't care about us locals. They are simply paid as SUBCONTRACTORS by the City of Temecula, hence the 'Temecula Police' ID on vehicles. The other most important agenda is TO MAKE AS MUCH MONEY as possible for the city coffers (cofers?) to balance the budge on the back of motorists instead of proactively preventing traffic accidents. In fact, they cause them by 'staging' with all the look-i-loos slamming on their brakes to avoid the multitude of sheriff's deputies sitting around on motorcycles looking for revenue.

Does anyone understand that this issue has already been decided by the US SUPREME COURT? the placement of GPS devices for use/conditions in this article is absolutely completely illegal. This was recently decided in US Supreme Court. Police violators....wadda ya gonna do? laws don't seem to be followed by the folks w/badges. Guess they think they have their own set of rules.....different from us mortals?

You cant ticket someone for "cutting in". What you consider cutting in is considered "merging" by highway law. Just because the off-ramp is congested and not flowing at 60+ miles per hour, it does not mean you are "cutting in".

"merging" is allowing at least 4 seconds around your car at all times to be able to stop or speed up, if needed, to move into flowing traffic. "Merging" is not dive bombing into a line of stopped cars while you are doing 70+ from 3 lanes over.

How many more deaths and accident have to happen! The City is full aware of the off ramp situation It needs to be fix without a doubt! They need to step up take care of business to address the problem. How many MORE DEATHS! I live in Murrieta they are fixing our exit off Cal Oaks... I think it's needed MUCH MORE OFF WINCHESTER! I appreciate the work they are doing in Murrieta.

Brenda; I completly agree with you except for one thing "rage drivers not letting anyone in..." I have a system when it comes to letting people in. If I have just gone over the bridge from the 215 and in slow lane to get off at Winchester and people just coming off the 15 freeway then I will let in. But when I see cars from my review mirror getting out of line and think they can get further up a head then everyone else and try to cut in? Oh hec NO!!! I WILL NOT LET THEM IN! Or people not even trying to get in when they have had ample opportunity but just drive to the very front and sit there until someone lets them in? This is what I say to them...the back of the line is way back there where I was sitting and waiting patiently. Why should you be any different? I am always in the lane that i'm suppoded to be and if you are not then tough! I call them A-hole drivers. Be where your supposed to be. I don't let anyone in unless its the very back of the lane. I refuse BUT that doesnt make me a road rage driver. I've never gottten a ticket, lived in this town for 25 years, I go the speed limit, & I dont cut anyone off. There I have spoken!

I am the cousin of the man killed. There's an investigation, the big rig was parked illegally, possible blind spot. My cousins phone records were checked, no texting or talking on the phone was found. He was new to this area of work, I'm sure he didn't know of any "back roads".

THIS WAS MY BROTHER whom passed in this accident. Say your prayers everytime you exit, I hope that God Protects you and all the rest of the people who take that off ramp. The loss of my brother has been a heart wrenching nightmare. Nothing will ever bring him back!! As it will take years to ever even try to fix this freeway and ramp area drivers need to drive by the rules of the road, its that simple. Tractor trailer had no business on the side of the freeway in that small area. Sorry to say, but I do not understand how your brother did not see the back end of a tractor trailer and he ran right into it? The tractor trailer was not in the lane at all, but he was close, so there was no way to have hit him unless your brother swerved into the back of him. Unless there is some other reason for someone running smack dab into the back of a huge wall(ie the back of that tractor and trailer), your brother was not paying attention. My theory is perhaps someone was trying to get over into your brothers lane, so your brother moved a bit to avoid that car, thus hitting the back of the trailer. I am sorry Belinda, but all the freeway repairs, or saying its that freeway ramp that causes deaths is not true. People driving cars cause deaths. People. Its sad, and if people obey'd the rules of the road and freeway accidents would not happen. The tractor trailer driver just appalls me, to think he thought it was an ok place to park to get directions for heavens sake!!! Unbelieveable. Truly sorry about the death of your brother and I know peace for your family will be hard to come by over the years after his loss. God Bless you.

My brother in law passed away on that off ramp when he was rear ended by a semi truck 8 years ago. It's so sad. My heart goes out to the family.
