Why do people own dogs, then ignore them?

I have NEVER lived or visited anywhere (in the world!) where people simply allow their dogs to bark, day and night. Murrieta seems to be the worst offender in this. I work from home and the barking rarely stops, even when their is nothing provoking it. Its even worse when someone simply walks down the street, with or without their own dog. Some of these dogs are vicious. The one across the street from me has bitten people at least 3 times, but the victims get sweet talked by the owner and never report it.

If you don't love your dog, give it to someone that will. Its not a status symbol.
