4. Riverside County residents who neglected to purchase a license for their dog or failed to renew an expired license on time now have a chance to get one without receiving a penalty. The Department of Animal Services is offering a penalty amnesty until Feb. 29. A license costs $16 for a sterilized dog and $100 for one that hasn’t been spayed or neutered. This applies only to pet owners in unincorporated communities — and those whose dogs have been altered.
